# Agent Economy OS 2047 — Zero-Spend Independent Buyer Fit Evaluation

**Goal:** Discover whether the buyer *actually* pays twice for the exact same contractually reusable API result through **independently tasked agents**, beyond existing payment retry-idempotency and existing caches.

**Proposed scope:** up to 14 calendar days **only after written mutual agreement**, initial discovery cost **0 USDC** and **no transfer, wallet signing or mainnet spend**. No software IP or production access is granted. This is not a guarantee of cost savings or a production deployment.

## Required qualification
1. Buyer is a real organization responsible for 2+ distinct paid-agent workflows, not an API-listing crawler.
2. An engineer or operator can explain existing cache, dedup and spend controls.
3. Any sample event data is synthetic or independently anonymized and explicitly permitted by the data owner.
4. Buyer has checked vendor contracts or can mark licensing as UNKNOWN: unknowns are excluded.
5. Buyer is willing to assess negative results without buying anything.

## Testable hypotheses
- Two or more distinct, independently authorized agents pay for the exact same licensed result on separate tasks even after existing retry-idempotency and cache safeguards.
- Verified service seller/payee, quote amount, license, scope, result fingerprint and freshness can be established without collecting sensitive raw work content.
- The buyer is legally allowed to reuse earlier delivered results within one entitlement group and actually saves more than coordination and verification cost.

## Proposed gates
**0-2 — Buyer & owner-approved project team:** 15-minute fit review; identify actual user task and rule out existing cache/idempotency solutions

**8-11 — Buyer independently:** Verify up to 10 candidate pairs for legal reuse, payee, price, entitlement, result equality, freshness, signed-off delivery, and already-existing cache

*Deliverable: Pass/fail per candidate; any unverified claim excluded.*

**12-14 — Buyer & project owner:** Assess actual evidence and evaluate *hypothetical* post-integration overhead; decide no-fit/needs further scoped test

*Deliverable: Optional nonbinding technical follow-up; no automatic code transfer or production launch.*

## Completion outcomes
- **NO FIT — no licensed cross-agent duplicates beyond existing cache/retries.**
- **UNPROVEN — potential matches but legal permission, delivered-result equivalence, or costs cannot be verified; no paid offer.**
- **NEEDS ENGINEERING — qualified matches exist but net benefit remains to be verified in a separately agreed audited sandbox.**
